Speaking at a ceremony on 5 December to mark Uzbek Constitution Day, celebrated on 8 December, President Islam Karimov proposed that 2003 should be declared the Year of Prosperous Neighbourhood in Uzbekistan.

"I have a proposal to put forward, that is declaring 2003 the Year of Prosperous Neighbourhood," the president said, speaking to those attending the ceremony, as broadcast by Uzbek radio the same day.

Karimov emphasized the importance of the institution of neighbourhood in people's lives.

"The significance and great importance of the institution of neighbourhood has been increasing with every passing day because of its contribution to the strengthening of tranquility in residential areas and setting up a system of self-government," Karimov said.
