he Kyrgyz Legislative Assembly on Tuesday did
not
ratify a treaty on arms trade with Uzbekistan that was signed by the
presidents of the two countries in Bishkek in January 2000.
Kyrgyz Defence Minister Esen Topoyev told the parliament that the
treaty
would benefit Kyrgyzstan and was consistent with the international
practice. The treaty provides for cooperation between the countries'
defence establishments in countering international terrorism,
cooperation
in uncovering groups of saboteurs and cooperation in supply and
transportation of military hardware, he said. Topoyev did not know,
however, whether the Uzbek parliament had ratified the document.
Kyrgyz parliament deputies complained that Uzbek border guards have
stepped
up incursions into Kyrgyzstan while residents of southern Kyrgyzstan
were
often detained by Uzbek servicemen who extorted money and goods from
them.
The deputies were also unhappy about Uzbekistan laying minefields
around
Uzbek enclaves inside Kyrgyzstan.
Following a debate, the Kyrgyz parliament rejected the motion to ratify
the treaty.
