Kuwaiti newspaper Al-Ra'y al-Amm

uwait yesterday announced, through Shaykh Salim al-Sabah, the chairman
of
the National Committee for the Affairs of the Prisoners and Missing,
the
clearest and strongest position until now on the issue of granting
military
facilities to the international coalition in its fight against
terrorism.
It rejected the use of its territory to "attack the Islamic and Arab
world".
Kuwaiti officials have repeatedly affirmed that Kuwait has not been
asked to
provide military facilities or participate militarily in the
international
coalition. They also reminded everyone that the Americans have aircraft
in
Kuwait and aircraft carriers in the Gulf. Nevertheless, the position
Shaykh
Salim expressed to Al-Ra'y al-Amm during his visit to Beirut yesterday
was
noteworthy.
He described the position of the Kingdom of Saudi Arabia, rejecting the
use
of its territory to launch military operations against an Islamic state
(Afghanistan) as an "honourable position". He affirmed that "Saudi
Arabia
was right, and Kuwait holds the same position. We will not allow any
country to use our bases to attack the Islamic and Arab world. This is
our
right, and we regard it as natural."
Asked by Al-Ra'y al-Amm whether Kuwait supported the idea that American
strikes in the declared war on terrorism should include Iraq, he said:
"This is an international issue. We are against terrorism wherever it
is
and in whatever form it may be. It is true that Israel [as published]
has
terrorized the Arab world and imprisoned the prisoners. This
contradicts
the principles of human rights, which we support and hope that every
person
enjoys, whether he be Lebanese, Kuwaiti, or of any other nationality.
This
is our firm principle. If Iraq wishes to challenge the United Nations
and
the United States, Kuwait cannot wish or not wish. This is beyond its
will,
and this is an international issue."
The Kuwaiti reservations regarding military "involvement" in any
possible
action against Afghanistan were countered by a positive diplomatic move
towards a country close to the theatre of possible operations and
designated as one of the staging bases for such attack. This country is
Uzbekistan. What Kuwaiti diplomatic sources told Al-Ra'y al-Amm
yesterday
regarding Kuwait's intention to open an embassy in Tashkent in the
middle
of this month seemed, somehow, to be linked with the current events.
Informed Foreign Ministry sources said that "as part of its efforts to
strengthen and expand its relations with the countries of the world,
particularly the Islamic and Arab countries, Kuwait has decided to open
a
new embassy in the Islamic Republic of Uzbekistan". The sources
affirmed to
Al-Ra'y al-Amm that this move was "part of the efforts to strengthen
the
political, trade, economic, and cultural relations with Uzbekistan and
the
countries in the region".
The Foreign Ministry has decided to nominate Ambassador Walid
al-Kandari as
the first ambassador to Uzbekistan. It also decided to transfer Third
Secretary Salah al-Sayf and several administrative officials from the
Foreign Ministry to the embassy in Uzbekistan. The embassy of Kuwait in
Tashkent is scheduled to be opened in the middle of this month.

he president of the Republic of Uzbekistan, Islam Karimov, will pay an
official visit to Austria on 8-10 October this year at the invitation
of
the president of the Republic of Austria, Thomas Klestil. Issues
related to
the present state of bilateral relations, their prospects and other
matters
of interest to both sides will be discussed. A number of bilaterel
documents are expected to be signed.
